Da governança de polícia à governança policial: controlar para saber; saber para governar

Resumo

Este texto oferece uma apreciação crítica da literatura de Estudos Policiais e propostas para romper com a chamada dinâmicado reinício, em que as questões referentes à segurança pública encontram-se sempre por serem resolvidas, sem quehaja uma estratégia consistente para fundamentar e desenvolver a área. Para tanto, os autores descrevem os problemasoriundos da falta de uma governança de polícia efetiva e sugerem o uso das quatro instâncias de controle da governançapolicial propostas pelo jurista constitucional britânico Lustgarten, como um caminho para que o governo não seja seduzidofalaciosamente pela governança policial e nem se perca na ausência de estratégias de conhecimento e controle sobre asmetas e modos de ação da polícia.
