Abstract

This article presents, for the first time, an exhaustive analysis of the development of police mediation in the Valencian Community, a pioneer region in Spain in legally recognising this practice as a function of the Local Police. Despite the benefits for coexistence and the strengthening of the police-society relationship, this model of conflict resolution faces key challenges in its consolidation. Using a descriptive methodological approach, the study collects and examines the responses of the 274 municipalities with Local Police in this autonomous Community, offering a comprehensive view of the degree of implementation, available training and obstacles to its expansion. This research constitutes a significant contribution to the field of public safety, providing an essential empirical framework for understanding the current state of police mediation and laying the groundwork for its future development in other regions.

Helena Pérez-Beltrán, University Jaume I

Graduate in Law and Ph.D. candidate in Law at Universitat Jaume I. Holds a master’s degree in Mediation and Effective Conflict Management and in Access to the Legal Profession. Senior Research Fellow at the City of Vila-real Chair in Police Mediation and associate professor of Constitutional Law at Universitat Jaume I. Instructor and tutor at the National University of Distance Education (UNED).

Andrea Planchadell-Gargallo, University Jaume I

Professor of Procedural Law at Jaume I University and holder of a master’s degree in mediation. Director of the Vila-real City Police Mediation Program. Member of the General Codification Commission (Ministry of Justice) and secretary-general of Jaume I University.
