Municipal security policies:
the Santos experience

The article analyzes municipal participation in Brazil's public security system and focuses on the experience of the city of Santos, whose Municipal Security Secretariat develops a security plan for the city. The author argues that municipal actions are important to improve public security, but the consolidation and strengthening of municipal participation in the public security system depends on legal regulation and the allocation of federal, state and municipal resources to the sector.
