Resumen

Este ensayo se centra en dos preguntas sobre el uso de las Fuerzas Armadas en la labor policial: "¿Deben utilizarse las Fuerzas Armadas en la seguridad pública? A éstas se añade una tercera pregunta: "¿Y qué? - y "¿Cuáles son las consecuencias de ese uso?", que permite considerar el uso interno de las Fuerzas Armadas y el externo de la policía, la duplicación del entrenamiento militar y policial, la disponibilidad de todos los recursos necesarios para que la policía pueda prescindir de las Fuerzas Armadas y la normatización de su actuación en la función policial. El ensayo se centra en el mandato policial y sus implicaciones en términos conceptuales, políticos, jurídicos y organizativos.

Jacqueline Muniz, mestre em Antropologia Social e doutora em Ciência Política, é atualmente professora adjunta doMestrado em Direito da Universidade Candido Mendes. Foi diretora do Departamento de Pesquisa, Análise da Informaçãoe Desenvolvimento de Pessoal em Segurança Pública – na Senasp do Ministério da Justiça (2003); coordenadora setorial deSegurança Pública, Justiça e Direitos Humanos (2002) e diretora da Secretaria de Segurança Pública (1999) do Estado do Riode Janeiro
