UNRAVELING PUBLIC SECURITY GOVERNANCE

Abstract

The global reduction in the Human Development Index (HDI), the growth of the 'perception of insecurity' in countries at varying levels of development, and the increase in the economic impact of violence highlight the need for more effective public security policies. This scope review follows the Joanna Briggs Institute’s Manual for Evidence Synthesis and Prisma-Scr, aiming to describe the profile of primary research on public security governance by discussing its findings. Our findings identify five groups of best practices: a) inclusive and participatory public policies; b) building trust and collaborative environments with target communities; c) adoption of new technologies; d) coordinated emergency responses; e) focus on prevention. Knowledge gaps include limited discussions on ESG; human rights; professional qualification; evaluation mechanisms; social disparities; and the long-term effects of programs, among others. This study highlights practical implications for shaping public security policies and suggests directions for future research in the field.

Author Biographies

Carlos Francisco Oliveira Nunes, Universidade Federal de Santa Catarina

Ph.D. candidate in Engineering and Knowledge Management at the Federal University of Santa Catarina (UFSC), Qualis 7, focusing on Public Safety Governance. Holds a Master's in Public Health from the Federal University of Ceará (2014), with a CAPES scholarship, and a degree in Law from Vale do Acaraú State University (2008). He is a research member of the Laboratory of Integration Engineering and Multilevel Governance of Knowledge and a reviewer for scientific journals. He has been a permanent public servant of the Federal Highway Police (PRF) since 2013, with diverse experience in both operational duties and leadership roles. He has served as head of the Knowledge Management and Learning Networks Service of the Corporate University of the PRF; head of the Assets and Logistics Core of SPRF in Ceará; head of the post (Delegation 05 of SPRF-RS); worked in social communication (RS and CE), as a speaker, as a liaison for the Public Servant Health Promotion Program (Del 05 RS), and in organizing educational events (FETRAN-RS). He has been a guest professor at Via Sapiens College in 2019 and worked as a lawyer in the state of Ceará between 2009 and 2012. Currently, he is conducting research on the governance of the Unified Public Safety System (SUSP) in Brazil.

João André Rigo, Universidade Federal de Santa Catarina

Graduated in Law from the University of Passo Fundo/UPF; Postgraduate in Traffic Management and Safety from the University of Contestado; Postgraduate in Transformative Education, Pedagogy, Fundamentals and Practices from PUC/RS; Master's in Education and Training from the University of Lisbon/UL, with a concentration in Organization and Management of Education and Training - Degree recognized in Brazil by the Federal University of Santa Catarina/UFSC; PhD candidate in the Graduate Program in Engineering and Knowledge Management - PPGEGC/UFSC. Permanent officer of the Federal Highway Police/PRF, since 1999, where, in addition to the regular duties of the position, he has held various management and governance roles, among which stands out: Head of the Policing and Inspection Core of the 8th Delegation/RS; Head of the 8th, 14th, and 5th PRF Delegations in RS; Head of the PRF/RS Policing and Inspection Section; Acting Head of the PRF/SC Special Operations Core; Head of the Corporate Education Division/DEC and Acting Coordinator of the then National PRF Academy/ANPRF; Coordinator of Support to the Management of the Executive Board, working on institutional alignment and Knowledge Management; General Coordinator of the PRF Corporate University/UniPRF, acting in the Governance of the institution's Learning. Currently assigned to the 8th PRF Superintendence/SC.

Rivaldo de Almeida Arruda, Universidade Federal de Santa Catarina

Master's student in Knowledge Management at PPGEGC/UFSC (2023-2025). Graduated in Business Administration from the Federal University of Fronteira Sul (2022).

Patrícia de Sá Freire, Universidade Federal de Santa Catarina

With over 30 years of experience, she is a seasoned consultant in strategic change management and human resources. Holding a PhD and a Master’s in Engineering and Knowledge Management from 2013 and 2010 respectively, she also has a background in Education from PUC/RJ and specializations in Marketing from ESPM/RJ and Psychopedagogy from UCB/RJ. As a professor and researcher at the Federal University of Santa Catarina, she leads the ENGIN Laboratory and is a member of various interdisciplinary groups. She has authored seven books and over 300 scientific articles, earning accolades such as co-authoring a Jabuti Award runner-up work in 2011 and multiple conference awards. Recognized among Brazil's top five Knowledge Management executives in 2011 and 2012 by the MAKE Award Brasil, she also received the top Academic Merit Award in 2009 and a first prize in knowledge management in 2010 from EGC/UFSC. She edits the International Journal of Knowledge and Management and focuses on models and practices in knowledge management, governance, and strategic change for innovative transformations in corporate and academic settings, emphasizing collaboration between academia and industry for quality output and extension programs..
