Innovation in public security
integrating the Design Thinking Canvas and the “Bússola” tool for risk and vulnerability mitigation

This study presents the development and validation of a public security management protocol based on the integration of the Design Thinking Canvas with the “Bússola” tool, focused on risk and vulnerability management. The proposal seeks to improve the planning and monitoring of security forces’ actions, supporting resource selection, decision-making, and the reduction of teams’ exposure to operational risks. The methodology combines academic knowledge with the experience of specialized professionals, promoting a systematic approach applied to qualified law enforcement operations. As a result, a management methodology was theoretically and empirically developed and validated to organize information, support strategic decisions, and guide the allocation of resources. It was applied in hundreds of operations and was later incorporated into state public security forces.
